Cecilia Wambui M'mburugu is a budget and climate change advocate, champion, and chair of the Amka Tusonge Self-Help Group from Nanyuki Ward, Laikipia County. She joined GROOTS Kenya Movement in 2009 after being mapped and inducted as a Transformative Leadership Champion.
Cecilia was appointed project coordinator for the county's Champions for Transformative Leadership (CTL) program under the gender and governance initiative. Through GROOTS Kenya's capacity-building training, she realized the gaps in accessing opportunities, so she returned to school and earned a certificate and diploma in adult education and community development from the University of Nairobi (UON). The knowledge and skills she acquired saw her elected, nominated, and appointed to various positions of leadership, including BOM Vice-Chair of Njonjo Girls High School, treasurer of the Archdiocese of Nyeri Catholic Action/Chair of Nanyuki Deanery, and Likii Home-Based Alliance.
As a budget champion, particularly in Public Finance Management (PFM), she is educating the community about the value of public participation at all levels, as enshrined in the constitution, to keep the government accountable in matters of development and gender equality. Cecilia visited the offices of the European Union (EU) in Nairobi in 2022 for the Money Power project and participated in the Women to Kilimanjaro on Land Rights in Ethiopia in 2018 as GROOTS Kenya's representative. She has also participated in the ward-wide public participation for the County Integrated Development Plan (CIDP) 2023–2027.
